Responsible For:
Process Engineers, Mechanical Engineers, Electrical Engineers, Instrument Engineers, Pipeline Engineers
 
Overall Purpose of Job:
Development of concepts and front-end engineering for infrastructure and technical facilities projects
 
Responsibilities:
  • Provide technical and discipline support during feasibility study of opportunities
  • Based on corporate guidelines, select preferred concepts for projects; present and defend same at the DRB through DG3
  • For greenfield projects, carry out (existing) facilities review for integrity and capacity, as an input to the concept selection and field development plan
  • Starting with approved feasibility reports (that have passed DG2), develop concept options for project realisation
  • Assess engineering consulting firms for suitability for engagement, and maintain a register of them as resources to augment in-house resources
  • Manage a FEED team to undertake FEED work for selected project concepts
  • Deliver completed FEED, including Invitations to Tender documents to the appropriate Project Execution Managers
  • Maintain a pool of Discipline Engineers needed for all phases of projects through to handover for operation
  • Through studies proffer cost-effective solutions to technical operational issues
  • Assess new technology concepts for suitability and application in field development and technical solutions delivery
 
Key Performance Indicators:
  • Quality and timeliness of delivery of packages (FEED documents, invitation-to-tender packages) needed to progress projects to detail engineering
  • Effectiveness of technical solutions proffered for identified operational challenges
 
Person Specification:
  • A good university degree in engineering
  • Minimum of 10 years experience in oil and gas facilities engineering that must include concept studies
 
Required Competencies:
  • Understanding of the Opportunity Maturation Process
  • Understanding of key components and layouts of oil and gas infrastructures and facilities
  • Understanding of impact of concepts and front-end work in overall project value
  • Mastery of at least one recognized discipline in oil and gas engineering
  • Knowledge of key standards and codes that guide oil and gas facilities engineering
  • Understanding of interrelationship of various engineering disciplines in delivery of oil and gas facilities

Job Description
  • The Programme Officer for Telecommunication/ICT Network and Applications will be an Officer who will work under the Head of the Telecommunications Division and assist in carrying out implementation of telecommunications programmes for ECOWAS Member states.
  • The specific objectives of the programme are to ensure the implementation of Community telecommunication programme at national and regional levels by creating increased awareness of Community Telecommunications and Information and Communication Technology (ICT) issues, policies and strategies under the supervision of the Principal Programme Officer, Telecommunication.
Duties and Responsibilities
  • Assists in the implementation of the regional broadband infrastructure network including the second Community telecommunications infrastructure programme known as Intelcom II Programme and other related infrastructure programmes.
  • Promotes development, expansion and operation of telecommunication/ICT networks and services/applications.
  • Identifies and supervise network modernization projects including technological smooth migration.
  • Supervises the management of the ECOWAS Telecommunications Information Management System (SIGTEL) database.
  • Supervises studies on programme activities, analyses the results and proffers advice on the development of Telecommunications infrastructure in the sub-region.
  • Informs stakeholders including policy makers, regulators and telecommunication operators on world trends in new technologies and their possible repercussions.
  • Contributes to the development and dissemination of community telecommunications policies and strategies.
  • Attends meetings with officials, setting meetings, arranging conferences, and undertaking missions to other countries including ECOWAS Member States and non-Member Sates in pursuance of these activities
  • Represents ECOWAS Commission at the ITU sectors activities (ITU-T and ITU-R)
  • Initiates projects and prepares project documents, monitors and evaluates projects implementation.
Qualifications/Experience/Skills

Educational Qualification

  • Minimum of a Bachelor’s degree or equivalent in Telecommunications or related field (Science, Engineering) with evidence of specialization in telecommunication/ICT sector
Experience
  • Minimum of five years of active professional work experience in telecommunications sector in planning, management and implementation of telecommunications programmes with substantial period spend in West Africa;
  • Experience in telecom/ICT networks and applications/services
  • Candidate should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
  • Must be fluent in one of the official languages of the Commission; English, French and Portuguese. A working knowledge of another would be an advantage.

JOB TITLE: DRIVER
LOCATION:  Lagos

JOB RESPONSIBILITIES:

Based at the SHOPS/Nigeria Office in Lagos, the Driver performs the operations, maintenance, and management of project vehicles, including routine maintenance, registration, tagging, and tax exemptions, as well as providing transportation for project activities for the SHOPS/Nigeria team. As needed, the Driver performs office support tasks, as requested by the project management team.

SPECIFIC TASKS INCLUDE:
1.) Project Vehicles Tasks:
Drive project, and project affiliated personnel to project sites within and outside of Lagos for project activities, including official site visits.
Establish record keeping systems for vehicle issues, including fuel, mileage, and trip logs; observe all company vehicle utilization policies, incountry traftic laws
Responsible for the maintenance of project vehicle, keeping accurate records, and following a schedule of routine maintenance, cleaning, etc.

Perform project routine business around Lagos, such as receiving and delivering official project documentation to and from USAID, general office purchasing.

2.) OFFICE TASKS:
Regularly check post office boxes, collect and dispatch letters, parcels and other correspondence.

REQUIREMENTS
Valid Nigerian Driver’s License.
At least, 5 years prior experience in commercial driving.
completion of Secondary School is highly desirable.
Excellent driving record and experience in traveling through Lagos and other key cities;
Previous work experience on a development project is desirable.

Background

The Agriculture Transformation Agenda (ATA), unveiled by the Honourable Minister for Agriculture presented opportunities for the provision of technical assistance and other support to the Federal Ministry of Agriculture and Rural Development (FMARD) for the scale up of positive inclusive markets experience in Nigeria. The ATA is aimed at establishing a sustainable agriculture and agribusiness in Nigeria to raise the income of rural farmers. UNDP through its project, Facility for Inclusive Markets (FIM) has offered to support the Government of Nigeria (GoN) in key demand areas that include developing and implementing key value chains in agriculture and agro-industry and enhancing inclusiveness. FIM will also work towards its goal of catalysing the scale up of positive Inclusive Market experience in Nigeria and as a platform for capturing knowledge in and out of Nigeria.

The Bill and Melinda Gates Foundation (BMGF) is providing, through UNDP, long term technical assistance to the Agricultural Transformation Implementation Group (ATIG) as the organ established by the FMARD to implement the Agricultural Transformation Agenda. This support will compliment the UNDP-FIM project and ensure the successful delivery of the goals of the ATA. This project will provide critical technical expertise to strengthen the capacity of the Ministry of Agriculture and Rural Development to successfully implement the ATA. The UNDP-BMGF technical assistance to FMARD will support term technical assistance for capacity development and the expansion of value chains in agriculture and agro-industry, institutional policy support and direct intervention to farmers and other small holder value chain actors that are vital to ensuring inclusiveness and sustainable results in the creation of business opportunities and jobs at the grassroots.

The success of the agricultural transformation agenda depends to some extent on the ability of the FMARD to mobilize adequate resources to implement the transformation plan. Complimentary technical and funding resources to execute the transformation plan would need to be mobilized by forging strategic partnership with donors, Foundations and major Development Banks and institutions.

Under the overall guidance of the DCD Operations and direct supervision of the Operations Manager, the Operations Associate provides the overall administration and execution of varied and inter-related operational and logistical activities in the project ensuring high quality and accuracy of work. The Operations Associate promotes a client, quality and results-oriented approach.

The Operations Associate works in close collaboration with the Operations, Programme and project staff in the CO  to exchange information and ensure consistent service delivery.

Duties and Responsibilities

  • Coordination and supervision of support staff in the project engaged in the fields of registry, general services, telephone operator/receptionist, etc.
  • Coordination and supervision of  shipments and customs clearance, travel, events management, administrative surveys, transportation services and insurance, space management, procurement of supplies.
  • Presentation of thoroughly researched information for planning of financial resources for administrative services.
  • Support with protocol matters, registration of staff, coordination with local authorities, on space and other administrative matters.
  • Submission of information on administrative services provided for cost-recovery bills.
  • Organization of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels.
  • Assists in the preparation of contracts (FTA, TA, PA, SSAs and SCs) and recurring vouchers in Atlas. Timely follow up with Finance staff on Global payroll issues.
  • Administration of delegated International staff entitlements and position funding delegated to COs.

Provides support to proper supply and assets management, focusing on achievement of the following result:
  • Coordination of assets management in the CO, timely preparation and submission of periodic inventory reports, coordination of physical verification of inventory items.

Ensures effective administrative and financial control in the office, focusing on achievement of the following results:
  • Implementation of the control mechanism for administrative services, maintenance of administrative control records such as commitments and expenditures.

Required Skills and Experience

Education:   
  • Secondary education. 
  • Certification in Administration. 
  • University Degree in Business , Finance, Procurement or Public Administration is most desirable, but it is not a requirement.
Experience:  
  • 7 years of relevant experience in administration or programme support service.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems.
Language Requirements:  
  • Fluency in English is essential. Fluency in one national language is desired.
